The parallel economy

Before plastic waste enters the Pasig River system or reaches municipal collection points, it moves through an informal economy of waste pickers, aggregators, and small-scale processors. This network is not incidental — it handles between 30 and 40 percent of Metro Manila's recoverable plastic material.

The system has three layers. Waste pickers work residential streets, commercial districts, and dump sites, collecting PET bottles, HDPE containers, and other high-value plastics. They sell to neighborhood aggregators, who sort by resin type and grade. Aggregators then sell consolidated loads to processors or exporters.

This structure exists because formal municipal collection cannot economically recover the material. The informal network fills the gap, but it is selective — it recovers what has resale value and leaves the rest.

What escapes the network

The plastic that informal collectors do not take is the plastic most likely to enter waterways. Multi-layer packaging, contaminated film, and low-density polyethylene sachets have negligible resale value and are abandoned or discarded after collection attempts.

During monsoon season, street-level waste — both collected and uncollected — is mobilized by stormwater runoff. Material that might have eventually reached a dump site instead enters drainage channels and flows directly into the Pasig River tributaries.

The informal network reduces the total volume of plastic reaching the river, but it does not prevent the leakage of non-recyclable material, and it becomes less effective during heavy rain events when collection stops and accumulated waste is flushed into waterways.

Structural constraints

Informal collectors operate without secure tenure, safety equipment, or stable access to collection zones. Aggregators lack capital for storage infrastructure that would allow them to hold material during price fluctuations. Processors face regulatory uncertainty and limited access to formal markets.

These constraints mean the network cannot scale to capture the full waste stream, even if material were economically recoverable. Interventions that formalize roles, provide safe storage, and stabilize pricing could increase the volume diverted from waterways — but only for plastic with existing market value.

Implications for marine plastic reduction

Strengthening the informal collection network can reduce river plastic loads, but it is not sufficient. The material with the highest leakage rate — sachets, contaminated film, composite packaging — will not be captured by market-driven collection, formal or informal.

Effective reduction requires both supporting informal collectors in recovering what they already target and implementing separate capture systems for non-recyclable material before it reaches drainage infrastructure. Neither intervention alone addresses the full pathway from generation to ocean delivery.
